West Coast Railway (WCR), operator of the iconic Jacobite steam train, known as the Hogwarts Express from the Harry Potter films, is at the center of a potential disruption to its iconic route due to a dispute over safety regulations.
The WCR is challenging the need for central locking systems on vehicle doors, arguing that it could cost £7 million to implement. The judicial review decision, expected in January, holds the key to the future of steam travel on the West Highland Line, a scenic Scottish railway route from Fort William to Mallaig, which includes the famous Glenfinnan Viaduct.
Operating from March to October, the Hogwarts Express attracts around 750 passengers a day during peak seasons, bringing fans eager to experience the magic of the Harry Potter universe.
However, the continuation of this service is subject to the outcome of the security regulations dispute. The earlier exemption granted by the Office of Rail and Road (ORR) expired on March 31, 2023. After a July inspection raised concerns about the door lock mechanism, ORR issued a temporary waiver until Nov. 30.
The ongoing legal battle involves WCR defending its position against ORR’s security demands. If the decision supports the regulator’s position, future steam train operations could be at risk.
WCR claims that retrofitting the locking systems in traditional slim-door carriages of the 1950s would result in substantial costs, potentially wiping out a decade of profits. Commercial manager James Shuttleworth expressed WCR’s intention to continue operations but acknowledged the financial challenges associated with complying with safety measures.
